Inspections of Lifting Equipment

A thorough examination is a systematic and detailed examination of the lifting equipment by competent personnel to detect any defects that are, or might become, dangerous.
The competency of the Cyprus Bureau of Shipping Industrial Surveyors is recognized upon achieving sufficient appropriate practical and theoretical knowledge and experience on lifting equipment inspections, so that they can detect defects or weaknesses, and assess how important they are in relation to the safety and continued use of the equipment.

Periodicity of Thorough Examinations of Lifting Equipment and Lifting Accessories
Lifting Equipment needs to be Thoroughly Examined:
1. Before using it for the first time – unless the equipment has an EC Declaration of Conformity less than one year old and was not assembled on site.
In case the Lifting Equipment is assembled on site, a Thorough Examination must be carried out by a Competent Person, in order to establish that the assembly was correct and safe.
2. After assembly and before use at each location for equipment that requires assembly or installation before use.
3. Regularly in service if the equipment is exposed to conditions causing deterioration that is likely to result in dangerous situations.
In this case, the thorough examination is to be carried out:
a. at regular intervals (either at least every 6 months or 12 months depending on whether the lifting equipment is for lifting people or not);
or
b. in accordance with an examination scheme drawn up by a competent person.
4. Thorough Examination of Lifting Equipment is also required following ‘exceptional circumstances’, eg if it is damaged or fails, is out of use for long periods, or if there is a major change in how it is used which is likely to affect its integrity.
5. Accessories for lifting must be thoroughly examined either at least every 6 months or in accordance with an examination scheme.
In general, all equipment used to lift people, needs to be thoroughly inspected every six months, while all other lifting equipment needs to be inspected every 12 months.
