2012 PSC Joint Concentrated Inspection Campaign (CIC)

   On 1st June 2012, Paris MoU and Tokyo MoU, announced in a joint press release, that they have recently agreed they launching of a joint Concentrated Inspection Campaign (CIC).

   The announcement of the joint CIC by Paris MOU and Tokyo MOU, was followed by relevant announcements by Indian Ocean MOU (07/06/2012) and Black Sea MOU (18/06/2012) which will also participate in this joint Concentrated Inspection Campaign.

   The purpose of this joint Concentrated Inspection Campaign will be to ensure compliance with SOLAS Chapter II-2/ Construction-fire protection, fire detection and fire extinction arrangements on board ships.

   Every year a PSC Concentrated Inspection Campaign on an agreed topic by the major MOUs is carried out. For 2012, it has been agreed that the Concentrated Inspection Campaign will be performed simultaneously, addressing the conformance of inspected ships to the Requirements of the International Code for Fire Safety Systems.

   This year’s Concentrated Inspection Campaign will be held for three months. Commencing date will be the 1st day of September 2012 and ending date will be the 30th day of November 2012.

   In practice, the Concentrated Inspection Campaign means that during a regular port State control inspection conducted under the regional ship selection criteria within the participating in the CIC MoU regions, the fire safety arrangements, maintenance records and other applicable documentation will be verified in more detail for compliance with SOLAS Chapter II-2. 

   Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the shipboard fire safety systems, some of which are related to documentation, equipment and crew familiarization. For this purpose, PSCOs will apply a questionnaire listing a number of items to be covered during the concentrated inspection (please refer to the Questionnaire in next page). When deficiencies are found, actions by the port State may vary from recording a deficiency and instructing the master to rectify it within a certain period to detaining the ship until serious deficiencies have been rectified. In the case of detention, publication in the monthly detention lists of the involved MoU web site will take place.

   It is expected that only the Paris and Tokyo MoUs will carry out approximately 10,000 inspections during the CIC. The results of the campaign will be analysed and findings will be presented to the governing bodies of the MoUs for submission to the IMO.Other MOUs may also carry out a CIC on the same topic during this period. All concerned parties are advised to refer to the relevant Questionnaire for this year’s PSC Concentrated Inspection Campaign.
